JOB St.
Johns County Board of County Commissioners is seeking a Real Estate Manager for our well-established Real Estate Division whose headquarters are located in beautiful St.
Augustine, Florida.
St.

Johns County! The Real Estate Division serves the agencies of County Government by acquiring and disposing of public ownership interests in land; compiling, maintaining and updating an inventory of the County's interest in property; and assisting with the formulation, presentation and coordination of County property management strategies.
The Real Estate Division researches title issues and provides information relating to county owned property to the Public and other agencies.
The Real Estate Division reduces the cost of implementing the County’s vision for the future by providing an informed in-house resource for orchestrating and executing necessary changes in property status.
The Real Estate Division also provides support to the various County Departments and Offices as well as assisting the public with requests and inquiries regarding property within the County.
EXAMPLE OF DUTIES The ideal Real Estate Manager candidate must possess St.
Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment.
Some of the specific tasks include but are not limited to: Manages, plans and supervises activities related to Real Property transactions.
Manages, in accordance with Florida Statutes, the release and occupation of County easements and the disposal of County real properties.
Oversees the research and review of property and legal records to determine ownership, description, etc.
Supervises the acquisition of appraisals, title reports, environmental audits, surveys ensuring the quality of title for all real property interests acquired by the County.
Manages and supervises the closing of real property purchases, sales and exchanges.
Coordinates the activities of County eminent domain actions with the County Attorney's Office through negotiations, contracts for the purchase, sale or exchange of County properties.
Initiates the condemnation proceedings; right of way mapping and associated land descriptions, parcel maps and sketches, legal documents and resolutions necessary to ensure supportable eminent domain court proceedings.
Ensures conformance with applicable laws, rules, regulations, policies, procedures, standards and Florida Statutes acquiring property for any use required for County use.
Oversees project and parcel acquisition schedules.
Coordinates, directs and monitors the work activities of contracted service providers for related land acquisitions, consultants for property appraisals, title work, environmental phase I reports, survey, etc.
Plans, assigns, directs and evaluates work of assigned staff, including personnel-related actions, i.
e.
, hiring/firing, disciplinary, initiating/reviewing Employee Performance Evaluations, etc.
; coordinates and makes recommendations for properly training staff.
Develops comprehensive work plans for all County needs for acquisition of property in conjunction with the Capital Improvements Program.
Provides regular comprehensive reports, tracking the status of all work assignments.
Communicates clearly, effectively and tactfully, orally and in writing; prepares and presents written and oral reports or other formal presentations to the Board of County Commissioners, various interest groups, and the general public in a professional proactive manner; serves as liaison with other public agencies and private groups when directed by Land Management Director.
Formulates, implements and monitors policy and procedures appropriate to the day-to-day activities of the Real Estate Department.
Prepares, reviews and monitors the operating budget for the division, including project estimates and actual and recurring costs; maintains inventory and control of County real property and related documentation.
Develops and carries out short and long range strategic plans.
