is seeking a Supply Chain Program Management (SCPM) Principal, who will lead and manage Subcontractors, proposals and new business pursuits in a matrixed organizational environment.
Our Supply Chain Program Managers lead strategic and tactical supply chain activities supporting programs to effectively execute Subcontracts to business goals and objectives and from initial proposal phases to customer awards and execution.
The Supply Chain Program Manager serves as the primary liaison between the multi-functional program team and all the supply chain stakeholders including subcontracts, procurement, materials management, compliance, category management and our supply base.
A key Supply Chain Lead in a fast-paced environment responsible for delivering Organization value by driving commonality, efficiency, affordability of critical Subcontractors.
The SCPM will work closely with the Program, Subcontract Managers (SCMs), Subcontractors and executive leadership across functions such as: Program and Capture Management, Contracts, Engineering, Finance and Quality.
In this role, the SCPM will be responsible for leading early engagement with Subcontractors to ensure milestones and customer requirements are met in accordance with L3Harris Business Acquisition Processes.
This position supports a dynamic and growing business and includes significant product development content and major subcontractors who are integral to the success of programs across the Division.
The ideal candidate will have experience leading complex development subcontracts throughout the product life cycle; from establishing material strategies to employing best subcontract management practices; from development thought successful transition into production.
This is a critical role in all Program and Supply Chain decision-making and will drive results related to subcontractor selection and assessments, successful program capture including key business and financial objectives, and flawless execution.
The SCPM facilitates quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the organization.
The SCPM is the primary interfact between supply chain, the Program Management Office and the Customer.
This position will report directly to the Division Supply Chain Director.
Essential Functions: Must have strong experience with subcontract program management & have excellent communication and team building skills, including proven ability to manage dispersed teams Support new pursuits and opportunities within the intelligence community Partner with customers and programs to determine needs, requirements, and develops new business opportunities Coordinate the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets, and financial terms/conditions of contracts Develop relationships with key partners for large system development and integration efforts Establish and maintain high-level relationships with senior leaders and government customers Coordinate with chief engineer and functional managers to ensure proper resources are available in a timely manner to execute project work Manage cost, schedule, and technical performance of project portfolio through all phases of project lifecycle from strategy & inception to hardware delivery, integration & test.
Must have experience managing complex contract types to include Cost Reimbursment and FFP contracts with various fee structures Must have strong understanding of Earned Value Management (EVM) Must have experience as a Cost Account Manager (CAM) and able to direct and manage cost, schedule, performance of a team Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications Participate in the negotiation of contracts and have expert change management skills, including proven ability to manage sole source suppliers and customer contract changes Interact & partner internally and externally with management and customers on business matters Adhere to L3Harris leadership expectations by exemplifying consistent team communication, drive a culture of engagement and inclusion, advocate employee growth and development for the future Willing to travel 25-30% Existing Top Secret/SCI Clearance Qualifications: Bachelor’s Degree and minimum 12 years of prior relevant supply chain and program management experience; Or, Graduate Degree and a minimum of 10 years of prior related experience Supply Chain experience must include cost reimbursement and firm fixed price subcontract management in both a competitive and sole source environment (>$50M subcontract) Program management experience must include managing large teams with design/development work and multiple deliveries of production hardware Business Development experience including effective decision making regarding the profitability and achievability of pursuits Willing to travel 25-30% Existing Top Secret/SCI Clearance Preferred Additional Skills: Experience with the defense and intelligence community Able to organize and coordinate customer visits, to include participation in appropriate symposiums and trade shows Able to develop broad, cooperative relationships with numerous groups and individuals Experience utilizing Earned Value Management System Principals Excellent interpersonal, written and verbal communication skills
