MINIMUM TRAINING & EXPERIENCE Bachelor’s Degree in planning, engineering, geography, public administration or a related field, plus a minimum of four (4) years of experience in urban planning at the local government level, including experience in an administrative and managerial capacity.
AICP accreditation is preferred.
Must be proficient in Microsoft Office Suite programs.
Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
EMERGENCY DECLARATION STATUS Code 1 - Essential Employees may be required to work during an undeclared emergency and/or declared emergency.
On an incident-by-incident basis, the employee’s Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB Under general supervision, performs managerial, professional, technical and administrative work in the Growth Management Department.
Serves as the Assistant to the Department Director and oversees the Land Development Division.
Considerable independent judgment and initiative are required in carrying out program objectives within the framework of administrative, financial and planning principles and practices and established policies and regulations.
Work involves administering the Comprehensive Plan for the City by providing property owners with applicable information concerning City ordinances; maintaining land use codes, ordinances and plans; and giving professional advice to advisory and regulatory boards and commissions.
Employee is also responsible for the formulation, modification and improvement of land development regulations for the City's physical development,.
Work also involves preparation of various exhibits and data for presentation to civic and citizen groups, public boards; and advising the public on planning issues.
Serves as the Director of the department in the absence of the Growth Management Director.
Considerable tact and courtesy are required in frequent contact with contractors, City staff, elected officials and the general public.
Reports to the Director, Growth Management Department.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS Assists Director with coordinating the activities of the Growth Management Department.
Direct supervision of the operations of the Land Development Division.
Assigns, directs and oversees the activities of a technical and clerical staff, advising as necessary and resolving problems as non-routine situations arise; prepares and approves various personnel forms, such as leave requests, time cards, performance evaluations, pay authorizations, etc.
Prepares land use studies for the city; reviews maps showing existing and projected land uses by analyzing natural geographic features as well as man-made improvements including utility locations and roads; identifies growth corridors and conservation areas.
Works with citizen, civic, and public groups to obtain public input and identify areas of concern, goals and objectives, priorities for action, and possible recommendations for the Comprehensive Plan and regulations; serves as intergovernmental liaison between the City and numerous groups/agencies regarding planning issues.
Prepares and coordinates the Comprehensive Plan preparation activities; meets with applicants to explain ordinance and required procedures; works with other City department heads and/or staff to coordinate regulation recommendations; reviews site plans and subdivision plats to check for conformance with ordinance requirements; informs applicants of applicable state, federal and local laws and regulations; prepares location maps and graphics; prepares and coordinates legal advertisements, staff reports, and recommendations on the Plan and regulations; researches and writes amendments to ordinances as needed; develops and prepares land development regulations for adoption; makes presentations to public boards, civic and citizen groups, and at public hearings.
Receives and responds to inquiries from the public, and provides information concerning codes, zoning, development, population, economy, ordinances and regulations pertaining to services of the Land Development Division; provides information based on thorough knowledge of programs and services of the department.
Prepares educational materials for various civic and public groups and boards; assembles and disseminates written and oral comments and results of meetings.
Provides technical and administrative guidance to staff in the Land Development Division.
Provides technical and project/program management guidance to other City staff as required.
Researches and/or directs the research of alternative planning solutions and provides recommendations as to the appropriate course of action.
Assists Director in preparation and administration of Departmental budget.
Assists staff in the preparation and administration of grants for public facility projects.
Supervises and directs the review of engineering, site and building plans and specifications submitted to the City for private development.
Prepares oral and written technical and administrative reports.
Presents projects/issues to City Council and/or other elected/appointed boards and/or committees.
Special projects, as assigned.
ADDITIONAL JOB FUNCTIONS Keeps up with changes to the proposed laws or ordinances adopted by other jurisdictions and makes presentations to state and local officials on implications of act on ordinances under consideration locally; evaluates proposed ordinance to determine if the City should adopt as is, amend, or write its own; if necessary, writes ordinance.
Attends meetings of local groups; participates in discussions, answers questions, does research as required.
Attends seminars and conferences on planning issues; participates in meetings of professional organizations regarding state legislation dealing with planning issues.
Performs other related work as required.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost.
Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost.
Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%.
Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays and 1 birthday holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year.
Accrued vacation hours increase after 10 years of service.
Administrative leave for exempt employees – 48 hours per year.
